Topic(s) Low power chips to similate a billion neurons

Computers today struggle to simulate the activity of a brain. This is because so much of the activities happen in parallel and even though we have multi-core processors they are not quite parallel enough. However could it be possible to simulate the activities of the brain with multiple (in one case ~1 million ARM processors) low power processors?
